How to Register a Gun

There is not an official system of registration; however, per ORS §166.412, when purchasing a firearm, the sale must be recorded by use of an Oregon Register of Transfer of a Used Firearm. The form must be filled out and turned in, and the applicant must pass a background check to complete the purchase and take possession of the gun. The sale must be conducted at a federally licensed firearms dealer, even if it is purchased from a private party. Records of the recorded firearm sale are held by the governing authorities for five years and then destroyed afterward. No license or permit is necessary to buy a firearm, but there is a minimum age of 18 to procure a long gun and 21 for a handgun. Open carry of a firearm is permitted without a license throughout the state for all long guns except in several cities restricting this usage.

How to Obtain a License to Carry a Concealed Handgun

Oregon residents must obtain a License to Carry a Concealed Handgun to lawfully carry a handgun, openly or concealed. This license is granted on a “shall issue” basis to those willing to comply with the accompanying background check and fingerprint registration. The license additionally serves as a permit for travel in several approved states of reciprocity.

To apply for a License to Carry a Concealed Handgun, visit your resident county sheriff’s office along with the following necessary authenticating paperwork in hand:

• A filled and signed Oregon Application for License to Carry a Concealed Handgun (Form Rev-15).
• A completed fingerprint identification card (recorded at your local sheriff’s office for a separate fee).
• Certificate evidence of the fulfillment of an Oregon Department of Fish and Wildlife recognized Hunter Safety Course.
• Two active forms of photo identification.
• A valid form of payment for all associated fees.

Keep in mind, depending on your county, you may need to schedule an appointment by phone or online before attending to apply for your license. Within 45 days, you should receive a notification on the status of your licensure.
